This could be due to a phenomenon that we know from the labelling of articles in which plasticisers have been used. In these cases, the substrate to be marked does not allow the applied ink to dry. 

It is relatively easy to find out whether your material contains such a plasticiser by writing on a normal film (transparent cover, plastic bag, etc.) with the marker in question. After a drying time of 2-3 minutes, the writing should be smudge-proof.
