Why can't the edding 153 B non-permanent pen be completely removed from a smooth surface using water?

If a marker written out as water-soluble cannot be removed by water, this may be due to the surface written on. The plasticizers in some plastic surfaces can have an effect on the ink and its properties. As we do not know what kind of surface is written on, we cannot make any precise statement in this regard.
